Γεννήθηκα στην Κεφαλονιά ,Τελείωσα το Βαλλιάνειο Γυμνάσιο Κεραμιών με το άριστα (19,40).
Μπήκα πρώτος με το άριστα(9.ο9) χωρίς φροντιστήριο στις προσαρτημένες σχολές του Ε.Μ.Π. (ΣΥΠ) όπου πήρα πτυχίο ισότιμο πολιτικού μηχανικού Τ.Ε
Προτού υπηρετήσω στρατιώτης εργάσθηκα στο Υπουργείο Αποκαταστάσεως σεισμοπλήκτων νήσων στο Κ8 γραφείο με προιστάμενο τον πολ.μηχ.Κέπετζη και εν συνεχεία στο γραφείο Νομομηχανικού Κεφαλονιάς με προιστάμενο τον πολ.μηχ. Κουκλάδα .
Επέβλεψα διάφορα έργα όπως το Σουηδικό Νοσοκομείο Σάμης ,δωρεά της Σουηδίας που στον καιρό του προσέφερε πολύτιμες υπηρεσίες στους σεισμοπαθείς της Κεφαλονιάς.
Μετά το στρατιωτικό εργάσθηκα στην τεχνική εταιρία Φραγκάκου -Φραγκάκη που κατασκεύασε τα κυριότερα κτίρια του Δημοσίου στο Αργοστόλι όπως το Διοικητήριο ,το Μουσείο και το Δικαστικό Μέγαρο Επέβλεψα την κατασκευή του Μουσείου και του Δικαστικού μεγάρου.
Επέβλεψα επίσης πολλές ιδιωτικέ κατοικίες στο Αργοστόλι που κατασκευάσθηκαν από την Τ.Εταιρία Φραγκάκου , όπως και ολόκληρο το χωριό Προκοπάτα που κατασκεύασε η εταιρία με δαπάνες του εφοπλιστή Μαρκεσίνη.
Η αποχώρηση από την εταιρία έγινε με δική μου βούληση για λόγους οικογενειακούς.
Μετά την αποχώρησή μου από την Εταιρία εργάσθηκα στο Υπουργείο Γεωργίας -(Τοπογραφική υπηρεσία-) εκτελώντας διάφορα έργα ανά την Ελλάδα τοπογραφικής κυρίως φύσεως όπως χαράξεις αρδευτικών έργων στο έδαφος,αποτυπώσεις εκτάσεων και κτηματολόγια,.ρυμοτομίες σε πόλεις και χωριά
και διανομές εκτάσεων σε ακτήμονες.Στη Θεσσαλία και στην Πελοπόννησο εκτέλεσα επίσης( ύστερα από εφαρμογές χαράξεως αρδευτικών έργων στο έδαφος και συντάξεως κτηματολογικών στοιχείων ) αναδασμούς σε εκτάσεις 200000 και πλέον στρεμμάτων , που συνετέλεσαν τα μέγιστα στην ανάπτυξη του Γεωργικού εισοδήματος της χώρας συγκεντρώνοντας την κατατεμαχισμένη ιδιοκτησία των αγροτών και εξοπλίζοντας με τεχνολογικό υπόβαθρο , τα κατά τα άλλα πλούσια εδάφη τους , με νερό, δρόμους επικοινωνίας και καλή αποστράγγιση. Το 1974 έκανα μεταπτυχιακό ( master) στο Saint Gall Ιnst.(SSPO) της Ελβετίας στη Φωτογραμμετρία αποκτώντας ένα διεθνές Diploma στο αντικείμενο αυτό..

Είμαι ήδη συνταξιούχος του Δημοσίου και τον περισσότερο χρόνο μου αναλώνω στην Κεφαλονιά οπου και μένω στο χωριό Μουσάτα με τη σύζυγό μου.
Ασχολούμαι με τη συγγραφή καθώς και με την ποίηση .Διατηρώ μια λογοτεχνική ιστοσελίδα και εκεί δημοσιεύω τις εργασίες μου,που δεν έχουν εκδοθεί (Διηγήματα,χρονικά ,ευθυμογραφήματα ιστορικά και δοκίμια) αλλά επίσηςλυρική και σατιρική ποίηση δική μου και του πατέρα μου.Ο πατέρας μου υπήρξε καταξιωμένοος σατιρικός ποιητής, συνεργάτης του σπουδαίου Μολφέτα στο φημισμένο ΖΙΖΑΝΙΟ της Κεφαλονιάς.Το καλοκαίρι του 2ο14 εξέδωσα ολόκληρο το ποιητικό μου έργο και το φθινόπωρο του ίδιου χρόνου καταξιώθηκα ένα Α βραβείο σε έναν διεθνή διαγωνισμό για τη ρότα του Οδυσσέα που είχε προκηρύξει η UNESCO..H ιστοσελίδα μου είναι: www.kostaspak.gr και το e mail μου :pak1953@gmail.com
